Wilding watermarks

This is I am sure a very simple question, but could someone enlighten me as to why there had to be three successive different watermarks on the wilding definitives?

The answer to your query is:

1. Originally two dandy rolls were prepared, one with the Tudor watermark and one with the St Edward’s Crown watermark

2. The Tudor watermark was used first but was damaged in 1955

3. The dandy roll with the St Edward’s Crown watermark was then used

4. In 1958 the Scottish regional stamps were issued. The Queen is Queen Elizabeth I in Scotland as Queen Elizabeth I (1558 – 1603) was not Queen in Scotland.

5. In order to avoid Scottish protests when the Scottish regional stamps were issued in 1958 the E2R cipher was removed, leaving the Multiple Crowns watermark.
