I would like to know the underpayment surcharge amounts starting with the postage rate increase of 16 Sept 1991. It was 13p as of the prior increase on 17 Sept 1990. What were the amounts starting in 1991?

Michael Furfie reports in his May 2000 British Civilian Postage Rates ofthe 20th Century that it was raised to 14p on 16 September 1991, 15p on 01 November 1993 and 20p 08 July 1996. What has happened in this millenium someone else will need to answer.
