1964 Telegrapfic Money Order to Ireland.

I collect QE II Postal History and also have a number of telegrams including some Inland Telegraphic Money Orders. From the Postal Guide, I know that a poundage is calculated as with a Postal Money Order. My question is: How was the poundage paid? I have telegrams (sent within the UK) where the poundage is not counted in the postage stamps on the telegram but I have one sent to Ireland where, according to my calculation, the poundage is calculated in the affixed stamps: Money order 6s. Plus private message of 3 words at 5d each makes 7s.3d as noted on the form. But postage stamps are affixed for 10s. 3d. Was this 3s extra a payment of the poundage?
