Compulsory Registration of Letters

Somewhere I have read an article on the 'Compulsory Registration of Letters' because they have been marked for registration then posted in a letter box, or they contain coin, or notes. However, having searched the GB Journal for the last 30 minutes I have found nothing! Can anyone tell me where it might be found, please? Or better still, send me a copy by email...! Many Thanks.
