Postage rates GB-Iraq

Can anybody tell me the postage rates from England to the Iraq? No air mail! I need the rates from 1923 up to the year 1940.

In press notice nr. P.N. 256 of 29.11.1923 an addition of 3d per ounce was given.

Where can I get these press notices?

Iraq was a British Mandate territory from April 1920 to 3 October 1932 when it became independent, so for that period the postage rates would have been those of the British Commonwealth (which I don't have). But when Iraq mail was subject to foreign rates, my copy of Johnson and Peet tells me that the rates were (from 1 January 1937 to 30 April 1940) as follows:-
Letters: 1oz 2 1/2d, 2oz 4d, 3oz 5 1/2d 4oz 7d
Postcards: 1 1/2d
Printed papers: 2 oz 1/2d, 4oz 1d, 6oz 1 1/2d, 8oz 2 1/2d,
10 oz 2 1/2d, 12oz 3d
Samples: 2oz 1/2d, 4oz 1d, 6oz 1 1/2d, 8oz 2d
Small packets: 10oz 5d, 12oz 6d, 14oz 7d, 24oz (maximum) 1/-

The Stuart Rossiter Trust have just published [last month - April 2009] a book on Iraq Postal Rates and air mail and airline information by Douglas Armitage and myself. While the point of the book is to look at rates from Iraq to other countries we have included a few pages on letter rates and airmail fees to Iraq from around 1923 from certain countries including the UK so you might like to refer to that book.

What is the title of this book on Iraq rates to foreign countries and what price is it? I have several underpaid/postage due covers from that country sent into the UK and the way they have ben charged in the UK is often a complete "mystery. Your book MAY help.

The title is IRAQ Postal History 1920s to 1940s Airlines, Air Routes, Internal and External Postage rates, Airmail Fees, charges for other postal services, censorship and postally relevant historical matters.

there is reference to postage due covers in it and two taxed covers are explained.
