Welsh additional halfpenny rate

I have a cover, sent in October 1839 from a village in Waterford, Ireland (with a Clonmel date stamp)to London. It is rated one shilling and threepence halfpenny which seems to about right for a letter going on the Waterford to Milford Haven packet, including the halfpenny charge for the Milford Rd toll which was, I believe, charged from 1836 to 1839. However the letter bears the diamond dated transit stamp associated with Dublin. Can anyone tell me please if this datestamp could have been used in Waterford, since it seems unlikely the letter went through Dublin?
