Can anyone help me here? The enclosed newspaper wrapper was posted for ½d to Germany presumably in the 1880's - I cannot find rates for this period. From 1892 the normal printed paper rate was ½d for anywhere, but before then?

Sorry, I originally posted the bantam on an inland bookpost (cannot delete it); this green one from the provisional 1880 printing was meant - undated but presumably before 1892?

The rates to Germany at this period would be the rates applicable to mail to UPU countries . For this item the printed paper rate of 1/2d would apply - the newspaper rate was higher.
See the guide to rates on this website and the relevant Treasury Warrant 29.5.1879. For the reduction of postage on newspapers and book and pattern and sample packets to colonies and foreign countries on 1st October 1891 see the Treasury Warrant 25.9.1891

Thanks John -- I've updated the relevant pages to include a note stating specifically that the rates shown initially applied only to UPU countries (with any existing agreements applying otherwise), but were made general from 1st January 1892.

(BTW, when I looked the samples etc Treasury Warrant was the 11th November 1891 one -- the September one was restricted to letters and postcards.)

Thanks Maurice for pointing out the error in the Treasury Warrant date - I had looked at the correct Warrant but when I posted must have glanced too quickly at the list of Warrants.
May I suggest that you add the rate for Newspapers to UPU countries for the period 1875 to end of 1891 after which it merged with printed papers.
Incidentally I can't see that you have shown the higher rates that applied to mail to GPU countries via France between 1.7.1875 and 31.12.1875.

Good points -- the 1875 rates are there for postcards (because that's what I had been specifically looking for when I did that page), but not for the others, probably because they used to start at 1892 and I only recently extended them back to 1875.
