I am wondering if anyone can identify this cancel. It does not seem to be a normal telegraph or postal type.
The arc at the right hand side is part of the same cancel on a damaged stamp

I have seen postmarks very similar to this used by district post office for printed matter beginning in around 1870.

They feature numbers and letter codes but also usually have 2-4 horizontal bars inside the circle along with the numbers and codes.

Mackay's Postmarks of England and Wales (1988), p. 185, illustrates what Tim was saying. According to Mackay, it was used on newspapers or periodicals. The number at the top is apparently the identifying number of the London sub district office - in this case, presumably Blackheath (69). Mackay Fig. 3416 shows such a sub office number at top. Fig. 3422 is another type illustrating that some marks had no lines in them.
