I can't imagine anyone has enough to go on but I'll put it out there - 1d red, plate 156 (so ~ 1872-76)with what appears to me to be a double ringed French foreign date cancel. It appears similar to some I've seen illustrated in Mike Batty's Penny Red Stars Used Abroad but this is not an area I have much experience in. Best guesses at the letters above the 13 of the date are ANS or RNS.

Yes, the French entry mark that had at the top "ANGL.", an abbreviation for Angleterre, i.e. England, athough it was applied on covers from the whole of the UK, not just from England. The prepaid rate at the time was 3d per 10 grams or ⅓oz,. so the cover probably had 3 1d Plates on it, reducing the empty space and increasing the possibility that the entry mark was applied over a stamp.
