Victorian bisects

one of those eternal questions! Does anyone have any information about official acceptance of bisects? A friend has a cover to Germany with a bisect of the 1d lilac all looking perfectly ok. In Part Three of the Postage Stamps of Great Britain there is mention of a 2 1/2d rate to New York cover using also a bisect but never sanctioned. I have a 1967 letter from the BPA about an Edward VII bisect calling it simply a "philatelic joke" but what was the official stance back in the 80's? Any information appreciated
