"British Post Office" postage due marking

Hi all

I wonder if anybody has any thoughts or certainty on the attached postage due marking.

It's a shame that this is a window envelope - an actual address would have been useful!

I am assuming that becaue of the word "British" in the handstruck mark that the letter is going abroad. The 19p paid and the shortfall of 6p makes 25p, which would have been the first-class rate and would therefore have paid postage at that time to any other EU country.

Why then no indication of how to charge postage due at the other end?
