Registered Book Post to Australia

This registered envelope containing Law Papers arrived in Launceston in January 1884, so would have been posted in late 1883, although the dates of the cancellations are unclear. It bears a fourpenny brown and 6d overprinted stamps - 10 pence in all. Could anyone please enlighten me as to how this 10 pence rate is made up? The envelope is quite slim, so would only have contained a very few sheets of paper.

I had a look at the Treasury Warrants on the site (https://www.gbps.org.uk/treasury-warrants) -- the one that seems to apply took effect from 1st March 1880, and gives the following rates for book post to the Australian colonies and New Zealand:

Up to 1oz -- 1d
1-2oz -- 2d
2-4oz -- 4d
each additional 4oz -- 4d

So this would appear to be the fourth step 8d rate for 4-8oz (probably just over 4oz given the size) + 2d registration? Screenshot from warrant attached.
