Cylinder-making for photogravure during early 1930s

With regard to the preparation of photogravure cylinders for the printing of postage stamps in the early 1930s, would somebody kindly tell me, with absolute certainty,
a) at what stage in the process was the control added?
b) was the cylinder chromium-plated before or after the proof of the sheet of stamps had passed inspection?
