I believe that there are exceptions to the Rates in the table from 1898 (25 Dec).
For example, I believe, the rates to New Zealand and Australia remained at the "Foreign" rate despite the introduction of the "Empire" rate. Perhaps a note to that effect in the table is appropriate? Maybe other destinations in the Empire also remained at the Foreign rate?

That's a fair point -- destinations were added to and removed from the list of "Empire" countries at various different times. I'll do a page to list them and the dates concerned.
