Post Office Overseas Letter Post Schemes

The overseas Schemes have been split into Letter and Parcel versions from the start. The Schemes for letters appear to have attracted an unusual number of mistakes – repeated numbering, and incorrect or phantom Schemes! See the notes in the table for the details.

The amending Scheme, which comes into operation on 15th February 1971, makes provision for the changeover to decimal currency, with certain consequential adjustments. There are also some changes in the Schedule of specified countries to which letters and postcards may be posted at special rates.

Post Office Overseas Letter Post Scheme 1971 (link)

The Scheme which follows this note has been made under section 28 of the Post Office Act 1969 and will come into operation on 1st July 1971, when it will replace:

(a) the British Commonwealth and Foreign Post Regulations 1965 (S.I. 1965 No. 1735) (and regulations amending them) which, by virtue of paragraph 3(1) of Schedule 9 to the Act, have effect as if they were provisions of schemes made under that section, and

(b) the Post Office (British Commonwealth and Foreign Post) Amendment (No. 1) Scheme 1969 and the Post Office (British Commonwealth and Foreign Post) Amendment (No. 2) Scheme 1971 (Post Office Scheme P2/I971) which amended those regulations.

The new scheme consolidates the provisions of the above-mentioned regulations and schemes, with amendments, most of which are consequential upon decisions of the Universal Postal Union with respect to charges, terms and conditions. The principal changes are:

1. Postage rates generally are increased and the relevant weight-steps altered.

2. The sample post, phonopost and reply postcard services are abolished. Items which have hitherto been transmissible as sample post packets may in future be transmitted in the small packet post. Items which have been transmissible as phonopost packets will be chargeable at the letter rate if they are recordings of current personal messages; otherwise they will be transmissible at the small packet rate.

Post Office Overseas Letter Post Amendment (No.1) Scheme 1972 (link)

The amending Scheme, which comes into operation on 1st March 1972, makes provision whereby:

(a) postage stamps in denominations of pre-decimal currency and certain old issues of stamps in denominations of £1 may no longer be used for denoting payment of postage and other fees;

(b) stamps which have been mutilated or defaced may not be used;

(c) in the case of an outgoing postal packet on which no part, or part only, of the postage has been prepaid, the Post Office may endorse on the packet an indication that it should be treated as if the full postage had been prepaid, and may recover from the sender the amount of the outstanding postage.

Post Office Overseas Letter Post Amendment (No.2) Scheme 1972 (link)

The amending Scheme, which comes into operation on 1st April 1972 provides that the postage chargeable on a new large size air letter form will be 6½p. There will be no change in the amount of postage (5p) chargeable on the smaller air letter form currently in use, which will still be available.

The amending Scheme, which comes into operation on 7th June, 1979, amends the provisions for payment of compensation. The principal changes are:

1. the introduction of compensation payments up to £10 for unregistered postal packets lost or damaged whilst in the custody of the Post Office;

2. the maximum amount of compensation payable for the loss of or damage to registered postal packets is increased to £10;

3. a procedure is introduced for claims for compensation for loss or damage occurring in the post which cannot readily be resolved to be submitted to an independent complaints panel for consideration.

The Scheme also includes editorial changes regarding the price schedules for the Airmail Small Packets and Printed Papers services.
