The 4 in red will be an accountancy credit by the UK to the next country of transit for the forward postage after the UK [which would have taken 1d]

I see, on checking, that I left one out: it apppeared under the weight limit for Greece France and Trieste.
The extra one is the one that you need:
via Italy - 6d for each 4 ozs

The GBPO Airmail leaflet 7 August 1940 shows no entry for the reduced sample rate of 1s 3d 1/2 oz shown in the GBPO Airmail leaflet 18 October 1939.The wording on the leaflet implies a change on the 7th August 1940 but I will check this. If I were to guess, as I do not know the answer, i would say that the envelope has been surrendered as the owner did not want the value of the stamps on that envelope and that 7d value was embossed on otehr envelopes eg 7 x 1d on 7 envelopes.
