I got this postal stationery today and I don´t know what the cancel means. Is it like a sort of "Specimen" or "Cancelled"? Essay?

If I were to guess, as I do not know the answer, i would say that the envelope has been surrendered as the owner did not want the value of the stamps on that envelope and that 7d value was embossed on otehr envelopes eg 7 x 1d on 7 envelopes.
