Surcharge Handling Fee rates from 1996 ?

I've got a copy of "British Civilian Postage Rates of the 20th Century" by Michael Furfie dated 2000 which lists the fixed surcharge handling fees up to 1996 - is there a later version which would give the Inland Postage Due surcharge handling fees from 1996 onwards ? Or is it somewhere on the GBPS site that I haven't managed to spot yet ?

Particular example I want to solve is a RM P739M form dated 16th July 2003 for a packet that has a fee to pay of £1.71 - I want to understand how that is arrived at.
