You may be able to obtain the information you want from appropriate newspapers for the period. The British Newspaper Archive has Lloyds List which has shipping information and may have other papers which include such. I actually read the 1819 Act as charging an initial 1d in total for up to 12 items and then if there are extra items 1d for each further complete 12 and if the total number isn't divisible by 12 a 1d for the remainder.
A copy of the Act is on this website under the name Post Office (Ireland) Act 1819.

Certainly for Central London a late fee seems to relate to letters posted after the normal closing time in the evening but elsewhere where there were departures of the mails during the daytime a late fee might be payable if a letter was posted shortly before the relevant mail departed.

Whites 1848 Essex Directory does say for Chingford "Letters received and despatched twice a-day" so the fee might relate to a letter posted in the morning.

Could the extra 1d, making the postage 2d, be a late fee? As far as I can judge from the picture the envelope is a small one.

My understanding is that the reference to Tibet relates to the Indian postal agencies in Tibet which were only transferred to the Chinese on 11th April 1955. The January 1936 UK Post Office Guide states the agencies were at Gyantse Pharijong and Yatung (Chumbi)

Thanks Maurice for pointing out the error in the Treasury Warrant date - I had looked at the correct Warrant but when I posted must have glanced too quickly at the list of Warrants. The rates to Germany at this period would be the rates applicable to mail to UPU countries . For this item the printed paper rate of 1/2d would apply - the newspaper rate was higher.
