On looking at the Burnley cover with the date stamp being 1853, the 1, 8 and 5 appear to be evenly spaced as does the 3, but when you convert the 3 into a 6 the spacing is then irregular between the 5 and the 6, therefore I must disagree with your imaginary 6. When you think about it Lennox the design of the postage due never really changed right from the word go, back in 1914 terminating with the no watermarked fluorescent (Chalky) papers. The postal museum site has already been visited to no avail.
But thanks anyway Lennox, perhaps if you are in communication with Douglas he may be able to give you an answer, as I believe there is sometimes information written on the reverse of these sheets (so I have been told).

The number 3 in the Burnley postmark/date stamp has a straight top ! How can you compare this to being a 6 ?
The second remark is also hypothetical of the number three in the Bury strike being an eight.
