I think both town datestamps are actually partial strikes of the last digit that happen to look rather like a "3"? I'm fairly sure the Burnley one is actually 1856, and I suspect the Bury one is actually 1858 -- in which case both would be just normal usages.

Apart from the QV line-engraved, fairly confident that up until the early £sd Machin period it was always natural gum arabic -- that would be standard for KGV/KGVI. Can't recall any other gum types being used until you get into the synthetics in the QEII era.

The conclusion now is that the only possible end to this is to find the company that had EC 19 as its designated corporate sub post office number. The Deegam catalogue lists several variant settings of this value from booklet and coil stamps -- the shades could noticeably vary with those as well. The light coloured one here looks like a booklet stamp with guillotined top perfs?

Probably it's something you need to put together yourself, unfortunately -- it depends a lot on what periods you collect and what level of detail with regards to shades, varieties etc. That said, if I do come across anything like this it would be worth putting on the site as a download!

Good points -- the 1875 rates are there for postcards (because that's what I had been specifically looking for when I did that page), but not for the others, probably because they used to start at 1892 and I only recently extended them back to 1875.
