I need help! Was is it always permitted to use cut outs from postal stationeries?

The siuation regarding "cutouts" is somewhat complex! Sometimes the Post Office allowed this, then they didn't, then they changed their minds!
Briefly the situation is as follows:
Between July 1845-30th.Sept,1870, cutouts were "legal"
From 31st,Oct,1870-31st.Dec,1904 cutouts were "illegal"
From 1st.Jan.,1905 cutouts were made "legal" again.

Can anyone confirm whether cut-outs from postal stationery have since been forbidden again? A friend just asked me as he recalled there being some decision made in the 70's. That would explain why I have 1967 cut-outs gone through the mail ok but 2 from the 90's charged postage due as contrary to regulations!

I thought that cutouts were only banned again very recently, within about the last two years. Certainly I have used them since the 1990s

I know very little about cutouts? can anyone point me in the direction of further reading? I have several from 1870-1946.

see the article by Michael Lockton in GBJ vol. 50 no. 5 here on the website. If you are looking for postal stationery more generally, a good start is "Collect British Postal Stationery" by Huggins and Baker, published by the GBPS. Almost certainly available to borrow from the library as I think now out of print.
